How do you set the default text format on Drupal 7?

The administration of Drupal behinds the scenes looks familar in version 7 but I'm discovering many, many changes.  

A running list of questions and problems follows:

• For starters - where's the option to select what the default "text format" is -- it seems to be set at "filtered HTML" but I would like to change it to "full HTML". Under "Configuration" on the admin menu bar go to /admin/config/content/formats and it is a drag and drop list of "text formats" (used to be "input formats in D6) - highest on the list is the default (for UI purposes shouldn't the top line on the list say "default" somewhere?).
• Can't seem to get the DISQUS commenting system to work either.  UPDATE: I see "comments" so I think it's working but no sign of the actual DISQUS input box.  Same problem with multiple themes so far.
• I guess I'll have to wait until one of the tag cloud modules is available for Drupal 7
• The INSERT module has a D7 version but the current version breaks the site.  The MEDIA module also looks like a promising alternative but the install says it requires ENTITY which doesn't seem to exist.  Waiting on one of these to become useable...
• I'm using WYSIWYG module with CKEditor - how do you rearrange the buttons on the editor bar?
